Dependencies dll files are build to .Net standard and 4.7.2 framework version but installer add wrong one of them

I use InstallShield 2018 SP1 and visual studio 2017 professional to build a install file. My execution is build to 4.7.2 .Net framework but after run install file I found the .Net standard version of dependency file in setup folder.

Is anyone could help this problem, it seems installshield has some issue to the target platform between .net 4.7.2 and .net standard 2.0.
