DLL Registration Problem

I am having a registration problem since I did a version upgrade on our product. IS2010 was used for both versions. For the new version the CLSID keys appear in the registry after install, but the following keys only appear after I register the DLL with REGSVR32 (after which the app works properly). All of these keys appear in the registry after installation of the older version. I don’t see any differences in the component settings and I have removed and added the component with the component wizard. This happens on 32 and 64 bit machines (64 bit listed below).

These 4 appear in old version after install. In new version they only appear after registering the DLL with REGSVR32.

Does anybody have any idea what the problem might be?

Although adding the environment variable and restarting IS2010 as Josh suggested did not help. What made it work was to turn UAC on to 'Maximum Annoyance'. I will try scaling that back a bit to see if I can get by with less annoyance. I am running 32 bit Windows 7.

If anybody at Flexera is listening... why has this not been fixed?
I am at IS 2010 Ver 16 SP1 HF 52410.
Yes, I do have a maintenance contract so that I get the updates. This seems like the kind of problem for which I should call support, but I try not to bother support with stuff like this because I find it much easier to come here instead of going through all that hassle... positively identifying myself AT LEAST TWICE! Don't these people have caller ID? If I am calling from the phone number you have listed for me then I must be who I say I am. Can't the information that I provide to the person that creates the incident be passed on to the next person that the call is passed to. OK... I better stop now or Moderator will fix this via deletion.
