Custom Action windows open behind setup wizard

On Windows Vista, my Custom Action windows open behind the setup wizard window.
This is confusing to my user, particularly if the CA gives important feedback to the user or requires user input.
How can I force a CA to open on top of the setup wizard?

The solution that I found was to move the CA to After Setup Complete.

Thanks... But in my setup I can't do it. 😞 I must run my CA in the middle of the installation process. 😞
