I created a component with condition: REMOVE="ALL" And Installed
and in "Registry Data" created what I needed.
it worked both to install a new key and delete a key...

hmmm...okay, i'm trying this, but the feature that this component belongs to is always going to be removed, therefore the request on this component is always "Absent" and the reg entries associated with the component are never added to the registry.
Did you have to do anything else special?

hmm, forget!
in installshield somethings sometimes works and sometimes doesn't.
It worked before, but now I desisted.
I was using a Custom Action that calls a program mine to delete. I tried change, but I have to keep like before...
it is hard work with installshield...
