Create Configurable Merge Module

I am using IS2010 and I am trying to create a Configurable Merge Module that exposes a property and uses that property in a Customer Action. The attached file shows the entries I made in ModuleConfiguration and ModuleSubstituion tables.

The CA is a type 1106 and the command line is;

[CODE][INSTALLDIR]Installpdf.exe -s "[IPSPRINTER]"[/CODE]

I am able to set the Property when I select the MSM in my MSI, but it does not appear in the log file that the property is being set to anything but the default value.

Property(S): IPSPRINTER.EFE558B5_ECB1_4A2E_ADAF_746E59B4EA5E = IPS_PDF40

When the CA runs, the log file created by the application has teh following;

Error Code: 1801
The printer name is invalid.
