Configuration at first run/launch

Hi,
I want to execute a command on the first execution of the software by all users of the computer. Like Microsoft Office at fisrt run.
How can do this?

I am a beginner on Installshield.

This InstallTalk blog post---http://blogs.flexerasoftware.com/installtalk/2011/11/using-active-setup-to-repair-user-settings.html---discusses one way to handle per-user data. However, for some interactive configuration at first launch, handling it in the application occasionally makes more sense.
