Components marked as Permanent get installed even if Condition is false

I have a Basic MSI project with a few components that are marked as Permanent (config files that I want to remain after uninstall). Some of these components also have conditions on them. It does not matter. Components that area marked as Permanent get installed regardless of condition. Is this a bug?
