Component not installed

I have a file which is bit specific, 32 or 64.  I included each file as an individual component with a condition, VersionNT64 and VersionNT.  I associated the components with an existing feature.  The version change is 3.5.44 to 3.5.45 and the package code is updated.  Unfortunately the component never installs.  Verbose logging indicates:

MSI (s) (70:C4) [19:38:46:467]: Component: Component32; Installed: Absent; Request: Null; Action: Null
MSI (s) (70:C4) [19:38:46:467]: Component: Component64; Installed: Absent; Request: Null; Action: Null

and

InstallShield 19:39:57: Attempting to determine component state for Component64
InstallShield 19:39:57: Install state of component is 2, action is "ffffffff"

And, as stated, the file is never installed.  Any help is appreciated....
