Cannot Get CA to execute during Major Upgrade

I have created a CA that I want to execute during a Major Upgrade. I have set the Install Exec Sequence to After InstallInitialze and the Install Exec Condition to UPGRADINGPRODUCTCODE. However my CA never executes. I have changed the Product Code and created a Major Upgrade item with "products sharing my upgrade Code" and "An earlier version" options set. I can tell that the previous version is being uninstalled but my CA is not called.

What am I doing wrong?
