Browse to file dialog
Is there a dialog that I can use to browse to files as apposed to just a folder? And to limit the files displayed in a folder by extension?
If I have to create a custom dialog, how would I go about doing this? Would there have to be use of Custom Actions?

I dont think there is any such dialog but this can be accomplished using InstallScript. Check out this article:

Correct, there's nothing built in to MSI; you might also take a peek at www.installsite.org > Windows Installer > Custom Actions...
