Another fix for Build Error -3204

I kept receiving the -3204 error, and the following has possible resolutions for the error.

However, my problem was the .ico didn't have the proper permissions.

I have found that it errors on first build, and then builds successfully with no changes on 2nd build.

Is that a bug?
