wait long time for welcome dialog

Hi all ,
I am facing a problem and I have run out of my idea which I look for on line .
my problem is

when computer reboot and I launch Image whcih I build using Installshield 2010 .

I have to wait for long time for welcome dialog at first time I launch it ( only first time ) . after first time I don't need to wait so long .

I try SplashTtime in setup.ini . it doesn't work .

please give me some suggestions :confused:
