variable declaration error

hi,
is it necessary to declare a variable in IA , before setting value to it, if we do not declare, does it causes any issue. in my custom action, I am setting values to few variables but these varibles are not declared and at the end of the uninstall im getting some errors, I am suspecting that undeclared variables causing an issue..please comment on this issue
