Using a billboard on pre/post-install

I was wondering if it was possible to use a billboard on more than just the installation progress screen. That is, I'd like to be able to use my billboard on every step of the installation.

Billboards are designed to be displayed during installation, you would need text to be displayed during the pre-installation wizard.
