Yes, apparently this is a known issue when there are duplicate files - while they are deduped in the install package to make it smaller, the re-duplication process on installation doesn't work properly with R2. Our ticket was escalated to the "development team" but we were just told to use 2023 R1, which doesn't have the issue (but has other issues).
