Silent installer hangs

The UI installer works fine, but the Silent version will not install shortcuts and hangs (.exe's not cleaned up). Any suggestions?

This is on Windows, shortcuts for All Users.

What exactly do you mean by "(.exe's not cleaned up)" ?

Thanks for the reply. When the shortcut creations fail - I think the executables cannot exit.
When I look in Task Manager, I still have 2 install.exe and 1 javaw.exe process running.
