Reboot Action not working on some machines

Show restart message option is checked in the Panel Uninstall complete.The Restart action is added after the Panel Uninstall complete.
Restart message is occurring after the un-installation is complete with the options " Yes to reboot " and "Do Not Reboot the machine" .On some machines the Reboot Action is not working even if the option "Yes" is chosen for Reboot after the un-installation is completed.

Please let me know why this is happening?

On what machines does this happen? Have you been able to establish a pattern (like only XP, 2003, Vista etc.) 32/64 bit?

Its occurring on x64 most of the time .Its observed in XP also some time.
