$PROGRAMS_DIR$ location on Windows

Does anyone know if $PROGRAMS_DIR$ is always set to "Program Files" on Windows, or if it's actually set to the Windows environment variable "ProgramFiles" which can changed based on the Locale?

Not always. I had a defect a long time ago, where it's resolved to something else (sorry, don't recall correctly but you can ask your GVT rep for that info?)
