Language selection combobox in Splash

Hi,
We are using installAnywhere 2009 Enterprise. In Advanced Design view, I checked English(en) and Japanese(ja) chekboxes in Project->Locales. The files have been created in locales folder, custom_en and custom_ja. I entered values in Installer UI->General Settings for Title, Instruction, Confirmation. The Preview button shows the proper splash with Language selection box.

ONLY when i run the build, or try the installer, I am not getting the selection box for confirmation of language. Am i missing something here.?
