Install for all users under 2000 & XP

I have developed an installation program that installs fine for the current user. However when another user logs on to the same machine, the icons and shortcut are not installed in the start->all programs menu. Is there a way to have it install for all users?

There is a checkbox in the Create Shortcut, Alias, Link panel that will create the shortcuts for all users.
