Getting "Flexeraaw_$aaa: Windows DLL failed to load" issue on Windows server 2019

We have generated an 64-bit installer using InstallAnwhere 2017. The installer setup is working fine on windows server 2019 with java VM 1.8.0.181 version. But the same setup is failing after upgrading java VM to 1.8.0.221.

For work around i have used duel mode of java version. Lower version java vm for installanywhere launcher and ZIP format of actual java for application.
