generate bootstrap license file for license server

We are testing apply flexnet library to our products.
We are now trying test for applying the License Server

I do not know what the bootstrap license file is for using TS on the license server.

License Administration Guide :
Bootstrap license file - Created by your publisher. Required for starting license server manager when
The license server is using trusted storage to store all its licenses

I was not able to create this file or find out where it is located.
I did not find it in the development documentation or the FlexNet Operation documentation.

I missed vandordaemon_libFNP.dll file.

without file vendor daemon shows no error log and it can works with license file.
but cannot get license from TS. (no log or error)
