Where can I download lmadmin Installer?

The FlexNet Publisher 2021 R3 Development Environment Guide mentions the lmadmin installer, which can be downloaded from the FlexNet Publisher website. Where do I find this file?

@geschema lmadmin installer can be downloaded under PLC (Product and License Center)- FlexNet Publisher --> Under "FlexNet Publisher Licenses & Tools (11.18.2)".
