License File and Trusted Storage
Using v11.5 can a Flex enabled client and a Flex license server support
both license file and trusted storage type licensing? Specifically, can
one customer be issued a file license and another customer be issued
TS activation? I'm a little unclear if the toolkit configures the software
on way or the other (but not both)?

Yes, both types can be used at the same time: building the toolkit using makefile.act creates a set of tools and examples that can work with both types, while building from makefile creates a license file-only toolkit.
