Can the Entitlement Certificate attachment in Entitlement emails be turned-off?

Yes, this can be controlled by ALM Producer Portal admins by the configuration present under :-

System -->Configure-->FlexNet Operations--->" Always Attach Entitlement Certificate in Email "

By disabling this config, entitlement certificate will not be attached to the entitlement emails when sent to the customers.
