Incident# 8909-8385 when upgrading multiple licenses at once

We are on FlexNet Ops 2018 SP1 and when we try to upgrade multiple individual licenses we

9999:Error has been returned by Hibernate. [Incident# 8909-8385]

This used to work but seemingly has recently stopped working. 

 

We are on Server 2016 FlexNet Ops 2018 SP1 and MSSQL 2019 Standard

Bumping this, I'm not sure if this is where I should be sending support but there isn't activity on this yet, so I'm just curious on whether I posted this in the correct location
