The hotfix FlexNet Publisher 11.19.4.1, which resolves this issue, is now available on the Product and License Center.

An issue causing errors at license server startup has been identified in FlexNet Publisher 11.19.4.0. To address this issue a hotfix (11.19.4.1) will be made available. This announcement will be updated by June 30th with a target release date.
