In Flexera One → All Licenses, some licenses show Compliance Status = “Not Tracked” even though consumption is visible—why does this happen and how can compliance tracking be enabled if it’s a configuration issue? Additionally, some licenses show Compliance Status = “Unknown”—what does this mean and how can it be resolved?

@RWG2022 Thank you for your response. However, I have observed that a few licenses with the same metric (Concurrent Users) have a compliance status of “Compliant.”
I would like to understand what is causing this discrepancy, where some licenses are marked as “Not Tracked” while others are “Compliant,” despite having similar attributes and license metrics.
Additionally, there is no instance of the status being set manually, as the compliance status can be verified through the license history.
It's the 'Set Compliance status manually' flag of the license that causes it not to be included in ITAM's reconciliation process and as such is being referred to by its "Not tracked" compliance position status:
