As my colleague @Mark_locked Lillywhite(Retired)​ answered earlier at a similar question.
No. It is a requirement to have ILMT creating the subcapacity calculations.
Snow License Manager then imports that, and allows licensing to be correctly calculated, as well as identifying instances that SHOULD have ILMT, but dont - an expensive audit mistake if not rectified.
