Yes, you would import the appropriate Basis transport subfolder matching your S/4HANA system's SAP_BASIS version, and SAP S/4HANA runs on SAP_BASIS 750 and above.

However, (and forgive me for potentially stating the obvious) please be aware that

The SAP Admin Module is not supported on S/4HANA systems, i.e. S/4HANA systems can only be configured as Independent or Dependent SAP systems.
When importing transports you may see a warning about mismatched component versions. This is expected for /LICMAN/ namespace objects - select the 'Ignore Invalid Component Version' checkbox on the Import Transport Request Options tab.
