Is There a Way to Display a Long Message (>1000 characters) Before Going to /Suite or Any FNMS On-Prem Page For The First Time?

I'm pretty sure I know what the answer is to my question but I am performing due diligence and asking it anyway.
Is it possible to somehow display a long message (greater than 1000 characters) before going to the /Suite (or any) FNMS on-prem page?
I have a requirement to display a "system use notification" message that reminds end users that use of FNMS is for business reasons only etc. etc. and it's greater than 1000 characters. I thought of using the "system shutdown" method to display the message in the "red bar" area but the message is too long. The database limits the message size to 1000 characters. Let's assume that I am not allowed to alter the message.
Is my requirement possible?

If the end-user is supposed to confirm having seen the message, I would investigate using IIS Rewrite functionality to redirect to another page where the end-user then clicks the "confirmation button" and then this page includes some code to return to the /Suite FNMS on-prem page.
I'm sure other forum members may have better suggestions, so please chime in.
