New licensing rule for Microsoft windows server per VM
From 1st October 2022 Microsoft changed their Windows Server Licensing for virtual machines as below:
When licensing by virtual machine, one license must be assigned for each virtual core allocated to the virtual machine, subject to a minimum of eight licenses per virtual machine.
Is this rule has been updated in FNMS?

I think that covers your scenario, but if not please elaborate a bit further.
