Please provide a screen print of the intended result for verification of what you want.

If you are not actually assigning licenses to each country,  but just looking at consumption by location, then this is measured by default in the system.  You can review the standard report "Licenses Consumed and Allocated by Enterprise Groups" for this information by Location, Cost Center or Business Unit. 

The report is a bit busy so we often implement a custom report just to show consumption against one of the enterprise groups such as location.
