This is typically a Apple device not getting it's payload properly. There can be primarily 2 different scenarios, either the Apple certificates is expired, but does not seem to be the issue in your case (checked your SDM instance). The other scenario is DEP devices only, where the first step is to verify that all terms and conditions are accepted on your account on https://business.apple.com. If/when it is wipe the device and delete it in SDM (it will get synced right back) and try to enroll it again.

Hi, Magnus we have another issue regarding deployments that we get just "Pending" at the devices side. Could this be the same scenario as the above with terms and conditions? Kind regards, Johan Elg, Sollentuna kommun

Hope you got feedback from support regarding this. But in general a deployment will stay in the pending state as long as the device has not accepted it. There could be due to lack of connectivity, display locked, or expired push certificate. Easy check is to chose one device wit the issue, click/edit update. If the device goes online, it is probably locked (the deployment will be installed as soon as it is unlocked), if it does not go online, it is one of the other 2, but as the Manager alerts when the certificates are about to expire (1 month in advance), then it is most likely connectivity issues.
