You add the number of CPU or Cores licensed, not the number of packages ("transactions") purchased.
It's the same with Windows Server Core or CPU Licenses.

  Aaaaagh, I was afraid that this would be the answer. Now I need to adjust this for all core based licenses throughout the EA's now and in the past.
