I see that if I go to the computers tab, select all computers. Then it will show me a column for Last scanned but, is there a way to see when quarantine computers were last active?

Normally you go by the last scanned date.
This is how the systems works out when to put the computer in to quarantine state.
It takes the last scanned date and depending on your SMACC settings for when to quarantine, usually 30 days puts them into that state on day 31.

I guess everything beyond the functionality that Joseph described would be database scripting.
I have seen stored procedures in customer environments that make use of Active Directory "LastLogonDate". On the other hand, as soon as the client connects to the domain, an installed Snow Agent should be able to send inventory packages as well, updating the "Last Scan Date".
