I recently discovered that the creation of Blogs within the Snow Forum is only open to Snow employees, certainly this is what is coming back from some of the discussions.

If this is the case, should the idea behind earning Badges and/or completing quests be modified as non-Snow employees cannot participate in some of the activities.

No, I'm not a competitive person, maybe a lil bit, but I really like the whole concept of the Snow forum and like many other users of the products, I find the information being shared by other users and Snow staff extremely useful in my development and knowledge of the product set.
