you can't do this. The unassigned list is a list of applications which have no recognitions rules yet. You have to create a support ticket and request to add the specific application you are missing in SLM to the SRS database. This is done by the DIS team. And they will probably request you to fill in the SRS template... See FAQ: Why is the SRS Application Template used? (snowsoftware.com)

you actually can do it, I have just testes it in SLM 9.9.

Gert-Jan is correct, that requesting the rule from Snow Support is the preferred way to do it to get updates etc.

Snow has some restrictions in regard of the applications that will be added to the DIS like commercial software, available at least in two languages, manufacturer website and some others.

Please be aware that a rule is always linked to an application. Application definitions delivered by Snow are not available for modifications. So in general, you will have to add a new application and then add a new rule or a "new rule from selected" to this application.

As you can see in the screenshot, I even have a "Rule Hit Rate" of one for my new application instantly after creating the rule.

The error message "Object reference not set to an instance of an object" did not show up in my environment, usually this is a database error when trying to access data that is not available in the database. But this is a very generic message.

If this happens all the time, you should check your database status and/or execute the latest updates and maybe a data update job manually.
