Installshiled activation failed with 51406 error : Fulfilment record is not enabled

Hi, 
I'm trying to activate installshield 2023 R2 premier perpetual one with activation code, Getting an error like 51406 error : Fulfilment record is not enabled. Need to get it activated asap.

Could someone check this asap as it is a critical issue for our project
