Wondering if I should expect my IBM PVU Report to match the current consumption at the actual license level? Would there ever be a scenario where that wouldn't be the case?

That is because for IBM PVU licenses you need to have enough entitlements to cover the highest (aka "peak") consumption seen in the past, not the current consumption.
