maybe the Extended coverage option is what you search for!

We also do use Extended coverage for this and it works.
Another possibility would be to create Compliance Exclusions: Compliance exclusions (snowsoftware.com)
In report License Tracking per computer you then can see as coverage Reason "Extended coverage for hosts" or "Manually Excluded"
