I'm not aware of any automatic notifications in Snow currently that can be used to notify you of licenses running low. There are a number of methods you can employ to take preventative measures that will enable your team to always ensure they have sufficient licenses to issue.

1. Set up a proactive license harvesting process to harvest licenses that are not being used
2. Leavers process to harvest licenses from inactive users
3. implement more regular proactive compliance monitoring checks on this application
4. Use Scheduled reports configured to the specific apps that are sent to a specific team or user to keep them informed of the current position

You could also drop this on the ideas board as a possible future reporting enhancement or to be included in the existing notifications tools?
