I get Your account does not allow you to access IT Assets interactively. Please contact your administrator.  When I logon with an account that I used to generate a refresh token this token is used in api calls from the new version of app portal.   

 

Second part.

I am getting a 401 not authorized  when making the api call through the flexera service gateway in app portal 2022 r1 .

You will need your administrator to enable your account and give it a role:

For the second part, did you make sure to upload the App Broker license as per Getting Started with App Broker REST API as per the note on the same page:
