Can Flexnet Manager be installed without using Active Directory?

I have a vendor working on integrating their barcode scanning solution with FlexNet Manager. They are not familiar with Active Directory and are stuck trying to install FlexNet Manager. Are there ways to install FlexNet Manager without Active Directory?

@ReganL - Yes, FlexNet Manager needs to be installed on Windows Servers in an Active Directory domain and the FNMS Service Account should be a User within the same domain.  FlexNet Manager is using built-in features of Windows Security and Authentication that requires Active Directory.
