FNMS only tracks usage for applications that are detected as installed. If there are no rules to detect the application as installed, then the "Usage rule" is not helpful. In other words, If there are no installation recognition rules but only file evidence (with 'not for recognition' ) usage rules, the application cannot be recognized. Hence, the Flexera Content team is no longer creating any new application for only File evidence with recognition rules as 'Not for recognition.'
