If the Inventory scheduled time is 09:00 and randomize is set to 60 but a device is never switched on until after 15:00, does this mean that computer will not be inventoried?

Axel is correct. just to expand a little on this. when a computer is started up and the agent service starts it checks the computer date and then the last time it reported back. when it finds that the last report date is older than the current date and the regular scheduled time has gone it will initiate a report back.
