Can we modify the installer dialog title bar color within InstallShield installer

The title bar colour is controlled by the Personalize settings of the operating system - in the example below I changed the Windows Colours to red:

Yes. 

We already tried this, however this will only applicable to the one system on which we modify the windows color.

We are looking for the option to modify title bar color in InstallShield tool
