How to cancel and exit the installation in Pre-Install stage in silent mode?

Hi,
For silent mode, 
We add some action and custom code in Pre-Install stage to detect whether the previous version has been installed.

And we add some rules for skipping the actions in Install stage when the previous version was detected.
But it still runs install JRE in Install stage.

1. How to cancel and exit the installation in Pre-Install stage in silent mode? (Don't execute Install and Post-Install stage)

2. May I handle whether to copy JRE in Install stage
