Setting Restrictions

We utilize the restriction feature for many licenses that are affected by Production or Non Production.  Now I'm trying to figure out a way to set an exemption to NEVER include an entire domain of devices.  It's our lab and we don't calculate for consumption.  I can't figure out how to accomplish this one.  I can't figure out how to create a report then apply that  restriction to various licenses.
