Unable to Install lmadmin 64-bit with the Latest Java Versions
Symptoms:
Since the 11.18.3 release, FlexNet Publisher has supported Windows Server 2022 (x64_n6, i86_n3). However, an attempt to install lmadmin (lmadmin-x64_n6-11_18_3_1.exe or lmadmin-x64_n6-11_19.0.0.exe) on this version of Windows will sometimes fail if FlexNet Publisher is using the latest JRE version (jre-8u321-windows-x64 or later).
Diagnosis:
When lmadmin 64-bit is installed on a clean Windows Server 2022 machine, a Java error immediately occurs when the setup is opened. (This same error happens with Windows 11.)
The error occurs when the latest Oracle JRE version (jre-8u333-windows-x64) or OpenJDK (Version 17 and 18) is installed via a download from https://java.com/en/download/manual.jsp.
The problem exists with lmadmin 11.19.0 and older versions.

Solution:
The latest version of the JRE and JDK has not been not officially tested with the lmadmin 64-bit installer. As a workaround, use the Java 64-bit 8u301 or earlier.
Note: Attempts to update to lmadmin 11.19.0 or specify the explicit path to java.exe using LAX_VM failed to resolve the issue.
